The Native Hawaiian Education Council (NHEC) is seeking a vendor to update the 2011 NHEC Needs Assessment Report. The NHEC was created under the terms of the Native Hawaiian Education Act and is responsible for assessing, coordinating, reporting, and making recommendations to the United States Department of Education (USDOE) and to Congress on the status of Native Hawaiian education. As key responsibilities, the NHEC is tasked with reporting on the educational needs of the Native Hawaiian community for the USDOE to take into consideration when making decisions on allocating resources in its grant decision-making process.
Per the recently adopted NHEC Strategic Plan, which calls for updating the NHEC Needs Assessment Report every three years, an update is due this year. NHEC has begun the effort by contracting with PREL to conduct community meetings throughout the state to collect primary data on the perceived educational needs of the Native Hawaiian community. The final report of that effort will be completed by April 30, 2014.
NHEC is seeking a vendor to collect a full range of relevant qualitative and quantitative data, analyze them, and develop a Needs Assessment Report to serve as an update of the 2011 NHEC Needs Assessment Report. Estimated project start date is June 1, 2014 with a draft report due on July 28, 2014 and the final due on August 25, 2014. At minimum the following sources of data should be analyzed and used in the development to the report:
