Submission Tips

  • The maximum score for all selection criteria is 100 points, with an additional 5 points given for competitive preferences. The maximum possible score for each criterion is indicated in parentheses below. Please see the Federal Registry for more details.
    • (a) Need for project (10 points)
    • (b) Significance (10 points)
    • (c) Quality of the project design (25 points)
    • (d) Quality of project services (15 points)
    • (e) Adequacy of resources (10 points)
    • (f) Quality of the management plan (15 points)
    • (g) Quality of the project evaluation (15 points)
    • **An additional 5 points may be awarded to an application that meets one or more of the competitive priorities. The application will receive only 5 additional points if it meets one or more of these priorities.
  • Carefully read the application.
  • Read through the selection criteria, and make sure you clearly understand what the program is looking for.
  • Two selection criteria have been added for 2011: Significance and Adequacy of Resources
  • If you have applied for this program before, do not assume the application is the same as the year before.
  • Pay attention to the forms needed for the application.
  • It is best to organize the program narrative in the same order as the selection criteria appear in the Federal Register Notice.
  • You must attach any narrative sections of your application as files in a .PDF (portable document format) only.
  • Your application must be fully uploaded and submitted by the Grants.gov system no later than 4:30 p.m. Washington D.C. time on the application deadline date.
  • The amount of time it can take to upload an application will vary depending on a variety of factors, including the size of the application and the speed of your Internet connection. Therefore, we strongly recommend that you do not wait until the application deadline date to begin the submission process through Grants.gov.
