Legislative Resources

NHEC’s Legislative Standing Committee is committed to the improvement of Hawaii’s educational system through the policymaking process. Below are several bills we have been tracking through the Hawaii State Legislature. We encourage all community members to get involved in this process, and make their voices heard.

The Hawaii State Senate officially adjourned the 2011 legislative session on Thursday, May 5. Out of more than 3,000 bills that were introduced by the State Senate and House of Representatives during the session, which began January 19, around 250 of them received final passage and are awaiting the governor’s signature.

A couple of the session’s most notable accomplishments include the restructuring of the State Department of Education, from a publicly elected body to an appointed one, and the passage of a bill that recognizes Native Hawaiians as the original indigenous people of the Islands.

Establishes implementing legislation for the appointment of Board of Education members. Establishes considerations for the Senate during the advise and consent process. (SB8 HD2)

Establishes a five-member Native Hawaiian roll commission in the Office of Hawaiian Affairs for administrative purposes to prepare and maintain a roll of qualified Native Hawaiians; requires the commission to publish the roll to facilitate commencement of a convention for the purpose of organization; requires the governor to dissolve the commission after publication of the roll; requires the Office of Hawaiian Affairs to fund expenses of the Native Hawaiian roll commission; requires a report to the governor and legislature prior to the regular session of 2012.  (CD1) ($)

HB 945 RELATING TO EDUCATION. DEPARTMENT OF EDUCATION; INSTRUCTIONAL TIME

 

Delays certain required increases and plans for increases in instructional hours pursuant to section 302A-251, Hawaii Revised Statutes, and section 4 of Act 167, Session Laws of Hawaii 2010 (Act 167). Exempts multi-track public schools from Act 167. Includes reporting requirements. (HB945 CD1)
